Extract the files :

dinput8.dll
xbox360cemu.ini
xinput1_3.dll
xinput9_1_0.dll
XInputTest.exe

and copy them into folder :

\Program Files (x86)\Rockstar Games\Max Payne 3

if you have problems locating the folder, try to search for *.exe and place the files in the same folder.
